STATUS: DEPLOYMENT COMPLETE // APAC MARGIN OPERATIONAl

01 // Overview & Challenge
As part of Taiwan’s offshore wind expansion, Foxwell Energy commissioned Weyres Offshore to implement underwater noise mitigation for the installation of 31 jacket foundations (9.5 MW turbines) at the 300 MW TPC Phase II site, located 14.7 km off Changhua County in the Taiwan Strait.
The Taiwan Strait presents some of the world's most severe marine environments, with temperatures exceeding 40°C, 95% humidity, and aggressive salt-spray (C5-M corrosion). Under these conditions, standard rental compressors frequently suffer thermal trips, moisture contamination, and accelerated corrosion.
To ensure strict compliance with Taiwanese underwater noise limits, Weyres deployed its custom-engineered Double Big Bubble Curtain (DBBC) system, powered by an electrified compressor spread.
02 // Operational Scope
Weyres Offshore assumed full technical, operational, and maintenance responsibility for the DBBC system throughout the entire multi-year campaign:
-
Engineering & Pre-Execution: Development of Method Statements, Construction Risk Assessments (CRA), HAZID studies, and regulatory compliance alignment.
-
System Overhaul & Staging: Technical overhaul, maintenance, and Factory Acceptance Testing (FAT) prior to vessel mobilization to ensure 100% readiness.
-
QA/QC & Document Management: Managing the Project Quality Plan (PQP), Inspection and Testing Plan (ITP), 3rd-party certifications, and the Master Document Register (MDR).
-
Winch Operations & Subsea Deployment: Specialist-led deployment, precise seabed alignment, and recovery of DBBC hose arrays.
-
24/7 Technical Offshore Crew: Deployment of highly qualified mechanical technicians and project managers for continuous offshore operation, maintenance, and daily compliance reporting.
-
Logistics & Customs Handling: Full management of import/export, port clearances, and customs formalities for all equipment in Taiwan.
03 // ⚡️ "Eletrified BBC " Strategy
To cover the air volume requirements of the DBBC in deep waters (up to 49 m) without fossil fuel logistics, Weyres fully electrified the compressed air spread on a DP2 vessel (600–800 m² deck area).
The Air Delivery Setup
-
Volume Requirements: Delivered over 535 m³/min (with 610 m³/min provided capacity) to power both the Inner BBC (410 m / 205 m³/min) and Outer BBC (660 m / 330 m³/min).
Custom Fleet
-
Weyres Asset Fleet: Combined 6x M350 units with 4x custom Weyres DAC-100 electric centrifugal compressors.
-
100% Oil-Free: Certified ISO 8573-1 Class 0, eliminating any hydrocarbon leakage risks into the marine environment.
-
Outer BBC fully Electrified for lower emissions.
-
Environmental Ruggedization: Features Titanium impellers to resist salt-mist corrosion and heavy-duty Cu/Ni 70/30 seawater intercoolers with phenolic coating to prevent thermal trips in 40°C+ heat.
04 // Performance & Project Outcome
-
100% System Availability: Zero heat-related shutdowns or technical downtime were recorded throughout the piling campaign.
-
Strict Noise Compliance: Achieved 14–18 dB broadband attenuation, meeting all local environmental thresholds for every jacket installation.
-
Lower Emission Operations: Complete electrification drastically reduced the operational carbon footprint and eliminated diesel fueling risks on board.
-
Turnkey Execution: Seamless, single-contractor integration of specialized winches, hosing, and advanced compressor management.
Strategic Project Outcome
Despite the extreme conditions and demanding installation schedule in the Taiwan Strait, the successful completion of the TPC Phase II campaign solidified Weyres Offshore's capability to deliver large-scale, 100% compliant, and a electrified noise mitigation system in the world’s most challenging offshore environments.
"Standard compressors fail under these conditions. We engineered a fully custom, high-flow electric spread to our own brutal standards because compliance isn't optional."
